Sally Warren

Sally Warren is Director of Programmes at Public Health England (PHE), taking up post when PHE was created on 1 April 2013. Sally is responsible for leading the design, development and implementation of all cross-cutting programmes and ensuring the organisation delivers its priorities. The directorate leads on the relationship between PHE and the voluntary and community sector.

Prior to this role, Sally was Director of Social Care Policy at the Department of Health, responsible for reforming the policy, legislative and financial framework for adult social care.

Sally has 14 years experience at the Department of Health, including as Deputy Director with responsibility for the Care and Support White Paper, funding reform (Dilnot) and social care finance; Private Secretary to the Secretary of State; and Deputy Director of Financial Planning, responsible for negotiating the Spending Review for heath and social care in 2007.

Sally was Joint Programme Director for Hammersmith and Fulham Council and Primary Care Trust in 2008/9, leading the development and implementation of a business case to integrate management teams under a single Chief Executive.

Sally has recently taken on the role as a Trustee to the Board of the Social Care Institute for Excellence (SCIE).
